[Tile-serving] [mod_tile] Install info (#25)

render_config.h is no longer part of the repo, but render_config.h-dist instead. You need to copy this file to render_config.h and adapt to your needs. Also a very basic INSTALL-file is added to the repo.
You can merge this Pull Request by running:

  git pull https://github.com/plepe/mod_tile install-info
