[Tile-serving] [mod_tile] renderd doesn't respect the 'buffer-size' property (#17)

Is there a way to determine if the buffer_size is explicitly set in the XML? Or can one assume that no-one would explicitly set a buffer_size of 0 and always overwrite 0 buffer_size with renderd's default of 128?
