[Tile-serving] Need tiles levels 0-10 for offline access

I'd recommend to update at least 1-2 times a year also for small
zoomlevels. You are right that there aren't so many changes, but the osm
standard level shows primary and secondary roads from level 9, so there
will definitely be some changes, not to mention the data growth (you'll
also see tertiary, unclassified and even residential at level 10, there are
missing villages, changing borders,...).
