[Tile-serving] [osm2pgsql] Cannot allocate memory for helper processes (#90)

The solution seems to be `sudo sysctl -w vm.overcommit_memory=1`. It would be nice to not have to adjust the kernel setting to run osm2pgsql. Is that a fairly significant rewrite?
