[Tile-serving] [osm2pgsql] Remove the old SVN Changelog (#74)

Instead of deleting the Changelog file, should we perhaps rather try and keep it up to date.

It would be useful to keep track of bigger feature changes and major bug fixes, rather than having to go through the full git commit history.
