[Tile-serving] [osm2pgsql] 0.84 release tagging (#81)

It's been about 6 months since the last tagged release and it'd be nice to get a new one out before considering the threading branch.

For reference, the diff between now and v0.82 is https://github.com/openstreetmap/osm2pgsql/compare/v0.82.0...master

The main non-bug fix changes or noticeable bug-fixes are

* **[Lua tag processing](https://github.com/openstreetmap/osm2pgsql/commit/3555d105fd07cb48b8e2341e43292df68fb9fffa)**

* Multipolygon fixes found with the lua processing

* Readme/help improvements to help with commonly asked questions

* Regression testing

* Much improved default.style documentation

The following issues stand out as worth dealing with pre-tag

- [ ] #80 Bad multipolygon tags. Potentially a regression

- [ ] #78 Add delete list from empty.style to default.style. Ready to merge, finishes .style cleanups
