[Tile-serving] [osm2pgsql] osm2pgsql crashes on .osc not containing any ways (#84)

Applying the .osc to a database that contains only a minimal test dataset of one node, one way, one relation seems to work without problems (osm2pgsql trunk, PostgreSQL 9.1).  A COPY statement with an empty file does not normally cause an error on PostgreSQL (neither 9.1 nor 8.4). Wonder if the problem is dependent on previous contents of DB?
