[Tile-serving] [osm2pgsql] MinGW 64bit Support Updates (#85)

Thanks for the efforts in getting osm2pgsql to work on windows!

I have had a brief look at the changes and they all look fine so far. So hopefully I can merge them soon. However, I agree with lonvia that the white space changes are less than ideal. For one it makes it harder to review. But it will also likely increase the merge conflicts with other outstanding patches like the threading branch which I am hoping to merge in not to long future. So I would appreciate if you could take those white space changes out.

On a slightly different note, does your windows build farm build from stock osm2pgsql (other than the patches in this pull request)? Would it be possible for build failures to automatically be sent to tile-serving at lists.openstreetmap.org? Hopefully that way it will ensure that builds continue to work with windows and don't accidentally get messed up without noticing.
