[Tile-serving] [osm2pgsql] Deleted objects and *.osc file (#127)

I'm actually not entirely sure this has anything to do with expiring tiles. I'm not too familiar with this codebase, however after looking around it seems that this will occur whenever an xml file is parsed (more specifically, an osmChange file, since missing lon/lat tags should cause an error with regular osm files). I think it looks like it's related to expire tiles because the only time the bug occurs is when you are using osmChange files and typically you want to check expire tiles when you do that.

I'm going to look further into what the code does down the line to really figure out what to do.
