[Tile-serving] [osm2pgsql] Deleted objects and *.osc file (#127)

```osm2pgsql --append --slim -d gis -C 1000 --number-processes 3 /path/to/diff.osc```

Contents of the osc:

```<?xml version="1.0" encoding="UTF-8"?>
<osmChange version="0.6" generator="OpenStreetMap server" copyright="OpenStreetMap and contributors" attribution="http://www.openstreetmap.org/copyright" license="http://opendatacommons.org/licenses/odbl/1-0/">
  <delete>
    <node id="103186314" changeset="21534644" timestamp="2014-04-06T15:39:06Z" version="4" visible="false" user="jonesydesign" uid="1802220"/>
  </delete>
</osmChange>
```

All that's inside is the delete and it gives the same error.
