[Tile-serving] [osm2pgsql] Missing way in planet_osm_polygon with test .osm.pbf (#136)

This is because osm_timestamp is not ignored in tagtransform.

I also found an issue in the .osm reader where changeset is not read when using extra attributes. There is a similar issue with the .o5m reader, but I don't have any knowledge on this format.

Both issues are fixed on branch osm-fixes found on jocelynj/osm2pgsql at 1741767d8
