[Tile-serving] [osm2pgsql] Various cleanups (#140)

Is it possible to resubmit this patch series without the whitespace fixes? I still intend to merge the parallelization branch soon, and the less changes there are to trunc, the easier it should be to rebase the other branch which contains a lot of changes.
