[Tile-serving] [osm2pgsql] Providing Windows binaries/packages (#17)

I had some time to setup a msvc build, so my experience is as follows.

Did you already integrated this protobuf-c patch? https://github.com/openstreetmap/osm2pgsql/issues/129
I have nevertheless a heap error after freeing some characters while processing processOsmDataDenseNodes (see https://github.com/openstreetmap/osm2pgsql/blob/master/text-tree.c#L82)

I have also an error reading in a larger germany-latest.osm.bz2 file. osm2pgsql crashes after processing nodes, ways and relations. For me it looks like a memory leak and not related to proj4...
