[Tile-serving] mod_tile: re-rendering of old tiles

Hello,

is it possible to completely turn off re-rendering of old tiles in mod_tile.

In my case I have a tileserver for offline use which will not get
automatic database updates anyway.

So re-rendering old tiles is pointless in this case.
