[Tile-serving] [osm2pgsql] Providing Windows binaries/packages (#17)

Older cmake had used 10 mb stack http://cmake.3232098.n2.nabble.com/Visual-Studio-and-STACK-td7585862.html but now we have to add linker flag /stack:10000000 manually.
