[Tile-serving] [mod_tile] Add systemd service unit and tmpfiles.d file (#75)

I updated the branch to use the '-f' switch.

I didn't incorporate the suggestion by @apmon because we also have 'munin' at the top level right now. Someone within the project should recommend which way to go for both directories.
