[Tile-serving] [osm2pgsql] Remove phstore flag from style and replace ist by a generic hstore flag (#164)

@zerebubuth can we put this on the agenda for monday EWG to discuss, both if it's a good idea in principle, and the specifics of the PR

@giggls The following seem missing from the PR
* Unit testing that the new flag works (note that we need to preserve tests that check that the old flag works)
* Documentation on the new flag and interactions with the hstore command line options.

Overall I'm in favour of the new feature in principle, if the issues can be fixed
