[Tile-serving] [osm2pgsql] Special treatment for unused preferred_color tag (#239)

Tagtransform contains some special treatment for a tag called `preferred_color` [here](https://github.com/openstreetmap/osm2pgsql/blob/master/tagtransform.cpp#L199). According to taginfo, this tag still exists [29 times in the database today](http://taginfo.openstreetmap.org/keys/preferred_color). So it looks very deprecated. Can that part of the code be deleted?
