[Tile-serving] [osm2pgsql] Special treatment for unused preferred_color tag (#239)

I tried removing it. It turns out that this little piece of code causes members of all relations with type=route to be included more or less unconditionally in the output tables. So removing the code has more side-effects than I expected. I don't know enough about the pgsql output to understand if it breaks somebodies rendering if those members are no longer included.
