[Tile-serving] [osm2pgsql] --flat-nodes fails using 64 bit Windows builds (#119)

So from what I can tell the issue is coming from here:
void init_node_persistent_cache(const struct output_options *options, int append).

My guess is that the options is not passing the file name.   Could the --flat-nodes tag could be invalid option  maybe the argument flag for changed?
