[Tile-serving] [mod_tile] Compiling with Mapnik master (3.x) (#55)

Right, two things: bug in mod_tile's configure step and the fact that mod_tile is not compatible with changes in Mapnik's `expr-v2` branch (which is no surprise). The latter would be an easy fix for me if mod_tile were not so broken on OS X. I just blew about an hour on this and gave up: https://github.com/openstreetmap/mod_tile/issues/68
