[Tile-serving] [osm2pgsql] --hstore-add-index help text is ambiguous (#120)

hstore options are a bit of a mess really. in addition to the above, it is also unclear which options will, if set, enable hstore, and which are only meant to modify hstore behaviour and therefore need at least one of the hstore-enabling options to go with it.
