[Tile-serving] [osm2pgsql] Import all objects - even blank ways (#115)

Currently, I'm doing some research on bridge relations: http://wiki.openstreetmap.org/wiki/Relations/Proposed/Bridges_and_Tunnels

There is the option to either add an outline or edges to the relations, but these objects don't need tags. osm2pgsql filters out all objects which it doesn't know about. I'd like to add an option to osm2pgsql to import all ways to planet_osm_line - even if they are blank.

If you give me pointers what parts of the code need to be changed, I would do it myself - and create a pull request if successful.
