[Tile-serving] [osm2pgsql] Allow method of specifying custom partial indexes (#166)

Being able to specify a list of custom indexes during the import would be
super. We have to build them anyway, so might as well use the time
effectively

I would vote for a user supplied script however, that way, people could do
anything they wanted at that point in time, create routing databases,
partial indexes, etc, whatever they need. Good use of the time especially
on planet or larger imports
