[Tile-serving] [mod_tile] Add systemd service unit and tmpfiles.d file (#75)

It would probably be better to use the `-f` switch to keep `renderd` in the foreground and then use `Type=simple` rather than using `Type=forking` which is really only for supporting legacy daemons that can't run in the foreground.

Note that `Type=simple` is the default so can in fact be left out altogether.
