[Tile-serving] [mod_tile] - changes to the Debian package for compatibility with Apache 2.4 (#80)

How about combining both approaches: have the packaging scripts for the most recent Ubuntu version in the "debian" directory, but also put a "README" file in that directory explaining that the packaging scripts for other Ubuntu/Debian versions can be found in your auxiliary repository.
