[Tile-serving] [osm2pgsql] --apend does not work when data is imported with --flat-nodes (#126)

My bad, I didn't read the whole `--drop` explanation in the manpage; I thought it only dropped all the tables *before* importing. Maybe the option should be `--drop-slim-tables`, but again, it's more my fault than anything else.
