[Tile-serving] [osm2pgsql] Various cleanups (#140)

I have changed the pull request to not contain the whitespace changes. Would be nice if you do the whitespace cleanup at some convenient point. (`perl -ni -e 's/[ \t]+$//'` is what I used.)
