[Tile-serving] [osm2pgsql] Make more of osm2pgsql threading aware (#110)

I show no differences in output between current master and 7c98430cfc45d81af944b6b7a596cc184d7b86b5 with ``osm2pgsql --flat-nodes --slim --number-processes 8 planet-130904.osm.pbf``

Kai, think there's any other testing that needs to be done?

As for performance, it's the same as from previous tests
