[Tile-serving] [osm2pgsql] Unnecessary inclusion of libdl (#141)

Is your debian packaging compiled with lua support? I get the impression that to use lua, you do need to link libdl into the program. So that dependency would be correct, at least if you do compile with lua support. In that case is the issue only to make sure this linking does not occur when lua is disabled?
