[Tile-serving] [osm2pgsql] fails to detect latest protobuf-c (#129)

Is there a possibility for you to write a patch and send in a pull request for this? What kind of compiletime conditionals on those changes are needed to make the code backwards compatible with the older protobuf libraries?
