[Tile-serving] [osm2pgsql] Add xml test in addition to pbf test (#147)

As I previously found some mismatch in osm2pgsql code between xml and pbf readers, I think it is useful to be able to test both files. But I'm not quite sure if we want to add this to the Makefile.
