[Tile-serving] [osm2pgsql] Libtool error with autoreconf (#148)

For info, there's a list of the packages that I needed to do this on Ubuntu 14.04 last week behind my wiki user page.  It might help cut down the number of iterations that you need to resolve the rest of them, if you're on a similar system.
