[Tile-serving] [osm2pgsql] Providing Windows binaries/packages (#17)

Sorry, wasn't aware a few dependencies were missing. I can easily add
libgcc_s_seh-1.dll and libwinpthread-1.dll into the build archive.
Otherwise, you can always retrieve them from
https://vanguard.houghtonassociates.com/browse/MINGLE-MINGLE64-203/artifact.
