[Tile-serving] [osm2pgsql] Providing Windows binaries/packages (#17)

So, this is out-of-memory error... The reasons could be:
 - C++ increased memory consuption (need to meaure it on same datasets)
 - C++ version may potentially have memory leaks (@pnorman - have you already check it with some tools?)
 - some Windows-dependent memory allocation error ...

I have rebuilt september C-version in Release, it should be faster:

(I have updated the CMake build scripts to support latest source)
@ohadmanor : could you compare the updated version and measure memory consumption, if possible (maybe on one-country extract)?
