[Tile-serving] [osm2pgsql] middle_ram_t::relations_using_way is unimlpemented (#213)

So if the problem is a noncompatible set of parameters being used, the problem is with versions 0.85.0 and 0.86.0, versions where the same command runs without issues?

Also, the correct way to do the append would be -a --slim? Because we tried that and the command always failed at least with version 0.85.0
