[Tile-serving] [osm2pgsql] middle_ram_t::relations_using_way is unimlpemented (#213)

Hi,

i have  a smiliar problem, when i try to append a new Country to OSM with osm2pgsql (v. 0.87.0, 64 bit id space).

This is the command that i use:
osm2pgsql --append --database gis --username USERNAME --cache 18000 /usr/local/share/maps/planet/monaco-latest.osm.pbf

And this is the Error message that i get:
terminate called after throwing an instance of 'std::runtime_error'
  what():  middle_ram_t::relations_using_way is unimlpemented, and should not have been called. This is probably a bug, please report it at https://github.com/openstreetmap/osm2pgsql/issues
Aborted (core dumped)

I have also tried it with --slim but that also does not work.

Are there any suggestion to fix this Problem?
