[Tile-serving] [osm2pgsql] mark_ways_by_node failed (#217)

When updating my database, I am getting the following error:

I've tried referencing both a .osc and a compressed osc file, and I get the same result.

The database was created the same way shown in the image except the -a, for append, was a -c for create.

To reproduce: Download Africa from: http://download.geofabrik.de/africa-latest.osm.bz2
Africa Update from: http://download.geofabrik.de/africa-updates/000/000/620.osc.gz


I'm using build 0.85 with 64-bit id support.  Osm2pgsql build obtained from here: https://dl.dropboxusercontent.com/u/63393258/osm2pgsql.7z

Any suggestions on how to resolve?
