[Tile-serving] [osm2pgsql] fails to detect latest protobuf-c (#129)

To apply a patch we need it against master ideally - but it looks to be a moot point, because the contents of this patch have already been applied.

I just checked versions, and one of my boxes is compiling and running osm2pgsql with protobuf-c 1.0.2, so it is detecting protobuf-c, which is what this issue is about, and it is working with it.
