[Tile-serving] [osm2pgsql] Providing Windows binaries/packages (#17)

Added ``make check`` target in cmake.

Had successfully compiled and tested with CMake on Centos 6.5 (GCC 4.4)
(had to build new Boost, and install postgresql_93 from Postre repo). 
It worked both with fresh (manually built) protobuf+protobuf-c and with repository rpms too (protobuf 2.3).
