[Tile-serving] [osm2pgsql] Polygons not properly created when a node is at 0.0, 0.0 (#158)

If we add a warning we can probably have this as a wontfix, but the warning is important. It won't lead to excessive warnings on planet updates from crap at 0,0 since those are all in slim mode (unless you have more RAM than practical)
