[Tile-serving] [mod_tile] Compiling with Mapnik master (3.x) (#55)

mod_tile works with the current Mapnik 3.x. So, I think, something has changed in Mapnik that fixed the issue.

P. S.: I used @springmeyer's modification of mod_tile: https://github.com/springmeyer/mod_tile all this time.
