[Tile-serving] [mod_tile] mod_tile delivers not error code if requests to metatiles don't work (#98)

Hi guys,

I use s3 as meta tile cache. It is mounted via s3fs and I tried blocking the requests to s3 to have a look at the error handling by mod_tile. S3fs answers with an Input/output error, but mod_tile doesn't give a status 4xx or 5xx back to the client. It just keeps the connection open and does nothing

I hope this observation helps
