[Tile-serving] [osm2pgsql] Use std::vector for tags, members and nodes (#331)

@pnorman I've tried compiling with C++11 and clang and it runs through without any problems. Tested against clang 3.5 with libc++, boost 1.55 and clang 3.4 with libstdc++, boost 1.55. The error seems to come from somewhere inside boost or libc++. Which version are you using?
