[Tile-serving] [osm2pgsql] Update ax_lua.m4 (#338)

Updates ax_lua.m4 to serial 38

This does not change the FreeBSD build line, but keeps us in sync with upstream. Ubuntu works as before.

Tests on other OSes are welcome, but I don't expect problems as we're just following upstream.
