[Tile-serving] [osm2pgsql] Update ax_lua.m4 (#338)

There are issues with Lua auto-detection on some platform, so I've been updating to solve those. This particular update didn't fix my bugs, but other updates have.

I'm looking at the other m4 scripts too, but the problematic ones of those are not from the GNU Autoconf archive, but are custom ones.
