[Tile-serving] [osm2pgsql] Don't check the SRID of existing tables (#311)

The PostgreSQL server version is a property of the connection, but for PostGIS we need to parse it out of [`PostGIS_Lib_Version()`](http://postgis.net/docs/manual-2.1/PostGIS_Lib_Version.html) or [`PostGIS_Version()`](http://postgis.net/docs/manual-2.1/PostGIS_Version.html). This is something we should query once at the start, not on each table.
