[Tile-serving] [osm2pgsql] Experimental ID tracker implementation. (aa1ff6e)

Hi everyone! I'm not sure I get the idea behind this implementation. Is that supposed to be probabilistic rather than deterministic? I would appreciate any comment or links to discussion threads, etc., anything that can help me figure out what's going on here :)
