[Tile-serving] [osm2pgsql] Drop XML python regression tests (#431)

This is half a RFC and half a PR

The XML tests were needed because osm2pgsql used to use completely different codepaths for XML and PBF parsing, but now both go through libosmium, so there's no need to run the entire test suite on both OSM XML and OSM PBF files anymore.

The PBF tests take 1.5 minutes on substantial hardware, so the bzipped xml would take at least that, and more on the VM I normally run tests on.

If we do need parser tests still, it's o5m that would neeed them.
