[Tile-serving] [osm2pgsql] Compile errors on Wheezy (#432)

@pnorman I think `[[noreturn]]` in front is right. See for example http://en.cppreference.com/w/cpp/utility/program/exit . Anyway, it works on all C++11-capable browsers I have seen.
